A photonic emitter was a type of starship-mounted weapon used by the Entharans.
The Entharan starship was equipped with photonic emitters. In 2374, after Kovin had shunted all power to his ship's photonic emitters in an attempt to destroy the USS Voyager, the emitters overloaded, destroying his ship. (VOY: "Retrospect")
It is possible photonic emitters were the weapon system that fired photon pulses on the Entharan starship.
