Commander Peter Harkins in 2377
Peter Harkins (played by Richard McGonagle) was a human Starfleet officer, with the rank of Commander. Harkins was in charge of the Pathfinder Project at Starfleet's Communications Research Center from 2376-77.
Harkins' sister-in-law was named Hope.
