Peter Harkins was a Human Starfleet officer, with the rank of commander. Harkins was in charge of the Pathfinder Project at Starfleet's Communications Research Center from 2376 to 2377.

He had a wife named Angie and a sister-in-law named Hope, who resided in Boston. Harkins tried to pair Reginald Barclay with Hope.
