A penal colony is a settlement used by many different cultures used primarily for detaining and punishing violent criminals.
Those cultures that do not wish, nor offer the option to rehabilitate their prisoners or forcably resettled "colonists", referred to those settlements as gulags or internment camps. In some cases, these individuals are forced to work for their survival (see: labor camp).
During the 23rd century, the Federation, using methods developed by Doctor Tristan Adams, converted a number of their colonies over to asylums, in attempt to treat the criminally insane, rather than to "cage" them up. From 2246 to 2266, Adams methods revolutionized and humanize prisons and the treatment of prisoners. During that time, James T. Kirk visited a number of these colonies and noted that "they're not cages anymore".
