Pell was a military officer in a pre-warp society on a planet visited by Enterprise NX-01 in 2152.
When Captain Jonathan Archer and Lieutenant Malcolm Reed returned to the planet to retrieve a lost communicator, Pell apprehended the two, suspecting them of being operatives of the Alliance, a political organization opposed to his own. After Archer and Reed were examined by a doctor, they were described as super soldiers developed by the "Alliance". Pell was ordered by General Gosis to execute them. Before the execution took place, they were saved by Trip Tucker and a rescue squad using a captured Suliban cloaked cell ship. (ENT: "The Communicator")
Pell was played by Tim Kelleher. In the final draft script of "The Communicator", Pell was said to be a major and was further described as "an intense-looking officer."
