Lieutenant Palmer was a 23rd century Starfleet operations division officer who served aboard the USS Enterprise under Captain James T. Kirk. Palmer served as the relief communications officer in the absence of Lieutenant Uhura.

In 2267, Palmer reported receiving a garbled distress call from the USS Constellation. When it was discovered that the Constellation had been attacked, she announced red alert, calling for the crew to man their battle stations. During the later battle with the planet killer, she made damage and casualty reports for Spock. Following the defeat of the planet killer, she was instructed by Kirk to contact main engineering and tell Mr. Scott to expedite repairs to the warp drive. (TOS: "The Doomsday Machine")

In 2269, Palmer was serving at communications, trying to contact the stolen space cruiser Aurora while the Enterprise was on course to intercept it. She was later incapacitated along with the rest of the Enterprise crew by an ultrasonic noise generated by Dr. Sevrin and his followers. (TOS: "The Way to Eden")

Lieutenant Palmer was played by actress Elizabeth Rogers.
Palmer's role in "The Doomsday Machine" was originally written for Uhura to play instead.
The non-canon Starfleet Operations Manual implies Lieutenant Palmer was born on Alpha Centauri. Also, that the inhabitants of Alpha Centauri (Centaurans) were a separate species from Humans.
In the short story "Under Twin Moons" in Star Trek II: Short Stories, Palmer was given the first name "Elizabeth", in reference to her actress. Her mirror universe counterpart appears in The Sorrows of Empire, taking over for Uhura after she "disappears".
