A Neurolytic emitter
A Neurolytic emitter was a medical device utilized by the Ramurans to erase memories of those Ramurans who were captured after having left their homeworld of Ramura. Since leaving their own planet was considered a crime, they used the emitter on these refugees to erase their memories of all encounters and experiences of the outside world before reintigrating them into Ramuran society.
Such a device was used on Kellin upon her capture after she had attempted to venture beyond her own world in 2374. (VOY: "Unforgettable")
