Nellen Tore was a native of the planet Delb II and the assistant to Admiral Norah Satie.
She assisted her in the investigation of sabotage aboard the USS Enterprise-D, usually taking notes on a PADD, and informed Captain Jean-Luc Picard that he was to be questioned as well.
The hearing turned into a witch hunt, and Tore and Sabin Genestra were appalled by Satie's tactics. (TNG: "The Drumhead")
Nellen Tore was played by Ann Shea.
