Nathan Samuels

Nathan Samuels was a 22nd century Earth politician. In 2155, Samuels presided over trade discussions in San Francisco between delegates from several planets, which led to the founding of the United Federation of Planets in 2161. When approached by Archer who requested a case file on Paxton and Terra Prime he refused to help. Archer informs him that he is aware of Samuel's past. In his late teens, his father died in a cargo ship accident. He joined Terra Prime at age eighteen because he blamed the Denobulan pilot and felt anger towards all alien species, but later quit the group. When confronted with this, he got the file Archer needed. He underestimated Jonathan Archer's investigative skills, and conspicuously failed to mention at first the Enterprise's contributions to the pre-Federation process (though later amended this error on his part). Samuels was played by Trek regular Harry Groener. He was referred to onscreen as "Minister", perhaps the Prime Minister.
