Minister was a title given to a representative of a government or organization. In a governmental structure, ministers were granted authority over certain areas of policy (for example, minister of Agriculture), while it could also be used in a diplomatic function.

In 1930, the minister from the United States of America advised American citizens that did not have urgent reason to be in Thailand to return home for security reasons. (TOS: "The City on the Edge of Forever")
