Mikhail Gorbachev was a communist politician and leader of the Soviet Union during the Earth Cold War. After Jonathan Archer restored a damaged timeline, Gorbachev could be seen in the time stream as the timeline realigned itself. (ENT: "Storm Front, Part II")
The Klingon Chancellor Gorkon in Star Trek VI: The Undiscovered Country was based heavily on Gorbachev, with even his name vaguely resembling Gorbachev's. The Mad Magazine parody for the film in fact directly named the character Gorbachev.
