Mike Starr (born 29 July 1950; age 73) is the actor who played Tony Cicci in the Star Trek: Deep Space Nine seventh season episode "Badda-Bing, Badda-Bang".

Starr was born in Queens, New York. An extremely prolific actor, Starr has made well over 100 film and television appearances, often playing gangster types such as his Tony Cicci character.

He has appeared in many other television shows including The Equalizer (with Robert Lansing and Keith Szarabajka), Law & Order, Frasier (starring Kelsey Grammer), The West Wing, Scrubs, House (with Jennifer Morrison), Martial Law (with Tom Wright), The Office and CSI: NY and Unbreakable Kimmy Schmidt. He also starred on such series as EZ Streets and Ed, and he had a recurring role on Joan of Arcadia which co-starred Michael Welch, Becky Wahlstrom, and David Burke.

Starr also has an extensive list of films to his credit. He made his film debut with a small role in Cruising (1980, starring fellow Trek guest actors Paul Sorvino and Richard Cox. He went on to appear in such popular movies as The Natural (1984), Radio Days (1987, with Robert Joy, Kenneth Mars, and Wallace Shawn), The Money Pit (1986, with Alan Altshuld and Tzi Ma), Funny Farm (1988, with Kevin Conway, William Newman, Dan Desmond, Reg E. Cathey, David Williams, and Dakin Matthews), Lean on Me (1989, with Star Trek: Voyager star Ethan Phillips as well as Tony Todd), Born on the Fourth of July (1989, with Reg E. Cathey, Bob Gunton, Ed Lauter, Mark Moses, Richard Poe), Last Exit to Brooklyn (1989, with Jerry Rector, Camille Saviola, Frank Military, and James Harper). Goodfellas (1990, with Paul Sorvino), Miller's Crossing (1990), The Hudsucker Proxy (1994, with Roy Brocksmith, Bill Cobbs, Christopher Darga, and Noble Willingham), Ed Wood (1994, with Daniel Riordan and Biff Yeager), Dumb & Dumber (1994, with Terri Garr and Charles Rocket), Hoodlum (1997, with Vanessa Williams and Clarence Williams III) Summer of Sam (1998, with John Savage), and Jersey Girl (2004, with Stephen Root). In 2013 in the second season of the NBC drama Chicago Fire. Starr would recur as mob heavy Arthur who would shakedown the owners of Molly's, the bar the firefighters went to off duty. Starr would work alongside recurring Star Trek: The Next Generation performer Michelle Forbes who herself played the equally loathsome financial consultant Gail McLeod. They would work together in "A Power Move", "Defcon 1" and "Joyriding" where Arthur would be arrested in his latest attempt at terrorizing the bar staff.
