Manuele Atoa was played by Hawaiian-born actor Sidney Liufau. His character's exact ancestry is never specified on screen, except by inferences viewers can make by the character's name. The script, however, calls for a "Samoan dancer" and requests that the character perform the traditionally Samoan "Fire Knife" dance. It also asks that the music playing be Samoan.
According to writer Ronald D. Moore in an extra feature on the DS9 Season 6 DVD, the Sutherland crew was to have been a more regular element on Star Trek: Deep Space Nine. The concept, according to Moore, was that the Sutherland maintained a number of Hawaiian and Polynesian traditions, and would have appeared when a script called for "wacky party guys". Accordingly, it is reasonable to assume that Atoa may have become a recurring character, had Moore's original concept been continued.
In the same featurette, Moore opines that Jadzia would likely have slept with Atoa, had the party not been interrupted by Sirella.
