The Manchovites are an intelligent species.
Some time before 2373, the Manchovites were embroiled in a war with another species, so Gaila and Hagath sold them 150,000 hand-held weapons. They also sold 100,000 of those weapons to the Manchovite enemies, but an armistice was signed later, so no more weapons were bought. (DS9: "Business as Usual")
