A license was a legal document giving someone the right to engage in various commercial or professional activities. Examples of this included the Master's License and the import license.

When Spock treated a weakened Leonard McCoy in the Sarpeidon Ice Age, Spock rated McCoy's progesss as "excellent", to which McCoy replied that Spock practiced medicine without a license. (TOS: "All Our Yesterdays")

In 2024, a license was required to provide channels in the Interface. After Christopher Brynner had agreed to violate his operating license by giving the inhabitants of Sanctuary District A access, he commented that he'd lose his license but "get great ratings". (DS9: "Past Tense, Part II")

In the 22nd century, the Earth Cargo Authority issued licenses to its freighter captains. After Mayweather had become captain of his ship, it fell behind schedule, so Mayweather almost lost his ECA license. (ENT: "Horizon")

By 2268, Cyrano Jones was a licensed asteroid locator and prospector. (TOS: "The Trouble with Tribbles")

On Deep Space 9 in the 2370s, Quark had a license to operate holosuites. When Quark used his holosuites to negotiate weapon deals in 2373, he was confronted by Odo, who told him he didn't have a license to sell weapons though. (DS9: "Business as Usual")

In late 2374, Vedek Solis raised funds on Deep Space 9's promenade without a license, for which he was placed in a holding cell by Odo. (DS9: "Tears of the Prophets")

In 2375, the assimilated Ferengi Torrot claimed the Ferengi Health Commission was trying to revoke his trading license. (VOY: "Infinite Regress")

On Quarra in 2377, the brainwashed Kathryn Janeway had level six licenses in thermal dynamics and quantum fusion, which impressed a supervisor. (VOY: "Workforce")
