Lee was a Starfleet engineer that served aboard the USS Enterprise D on its maiden voyage to Farpoint Station in 2364.
In an alternate timeline created by Q, Captain Picard had to work the Enterprise harder then usual, so Miles O'Brien (filling in for the yet-to-arrive Chief Engineer) told Fletcher to tell Munoz and Lee to get to Engineering, as they had to begin realigning the entire power grid.
