Minister Kray.

Minister Kray was a scientist on the Banean homeworld. He promised to help the crew of USS Voyager repair the ship's navigational array.

When Tom Paris was accused of killing Tolen Ren, a physicist, Minister Kray punished him by having a neurological implant put in Tom's brain that made him relive the murder over and over again. Kray informed Captain Janeway and Tuvok that Paris was guilty because the evidence, the murder as seen by Ren's eyes, shows Tom committing the murder.

Tom would be cleared by Tuvok who proved that the evidence was planted by a Banean doctor who was in love with Ren's wife. (VOY: "Ex Post Facto")

Minister Kray was played by Francis Guinan, in his first of three Star Trek appearances.
