Major Klev was a Tandaran military officer who served under Colonel Grat at Detention Complex 26. Klev served at the internment camp, where several Suliban civilians were being held, while the Tandarans were at war with the Suliban Cabal in circa 2152. He routinely carried a stun baton with him.

Klev was notably ruthless in maintaining order among the prisoners, despite the fact they had no connection to the Cabal. He did not show any leniency to a Suliban named Danik, for example, despite the fact that Danik and Klev's brother had been childhood friends. Klev was no more civil to two Human prisoners, Jonathan Archer and Travis Mayweather, when they were detained at the complex. While Enterprise NX-01 waged an assault on the complex, Klev was rendered unconscious in an explosion. (ENT: "Detained")

In the final draft script of "Detained", Klev was initially referred to as "imposing." The character was scripted to later begin suspecting Malcolm Reed, disguised as a Suliban, of being an imposter, stating, "I know every detainee here." However, Klev is none the wiser to the ploy in the final version of the episode. Likewise, Klev didn't die in the script; he instead engaged in a fist fight with Reed, which resulted in Klev being knocked unconscious with his own stun baton.
Klev was played by David Kagen. The costume worn by Kagen as Klev was auctioned off in the It's A Wrap! sale and auction.
