Major Klev was a Tandaran military officer who served under Colonel Grat at Detention Complex 26. Klev served at the internment camp, where several Suliban civilians were being held, while the Tandarans were at war with the Suliban Cabal in circa 2152. He routinely carried a stun baton with him.

Klev was notably ruthless in maintaining order among the prisoners, despite the fact they had no connection to the Cabal. He did not show any leniency to a Suliban named Danik, for example, despite the fact that Danik and Klev's brother had been childhood friends. Klev was no more civil to two Human prisoners, Jonathan Archer and Travis Mayweather, when they were detained at the complex.
