Kinis was a Vulcan junior officer at Starfleet Academy in San Francisco on Earth. He served as an aide for Admiral Bullock.
A re-creation of Kinis was part of a training facility created by Species 8472 in the Delta Quadrant in 2375. They were preparing for a possible invasion into Federation space. (VOY: "In the Flesh")
