Doctor Ketteract was a 23rd century Federation researcher who synthesized a single Omega molecule.

The energy released from his creation killed Ketteract and hundreds of his research colleagues. It also ripped open the fabric of subspace and made the Lantaru sector impassable to standard warp drive travel. (VOY: "The Omega Directive")

According to the (non-canon) Pocket TOS: "Cloak" novel from Pocket Books (part of the Star Trek: Section 31 series), his full name was Bendes Ketteract, but this is not borne out as the creators' intentions.
Ketteract was also mentioned in Star Trek: Legacy.
