K'Ratak was a Klingon author who wrote the classic The Dream of the Fire. (TNG: "The Measure Of A Man")

After reviewing the Doctor's work Photons Be Free, Ardon Broht told him that he could be the next K'Ratak or a modern Leo Tolstoy. (VOY: "Author, Author")

"Author, Author" co-writer Mike Sussman dropped in the reference to K'Ratak as an homage to "The Measure Of A Man"," as both episodes revolved around the rights of artificial lifeforms (holograms in the VOY episode, and androids - specifically, Data - in the TNG episode.)
