Space Commander José Dominguez was a male Starfleet officer in the 23rd century; he was the commander of the Corinth IV starship base in 2266. He requested a shipment of prime Mexican red chili peppers from Starfleet, who shipped the cargo on the USS Enterprise. When the Enterprise was delayed at M-113, Dominguez sent a message requesting an explantion and reminding Captain James T. Kirk that his ship was carrying urgently needed supplies.
