Jomat Luson was a female Bajoran social volunteer who worked at the Tozhat Resettlement Center for orphans in the 2360s.

She worked at the Center in 2362 when Rugal, a supposed Cardassian orphan left on Bajor after the Occupation, was admitted by a female Cardassian military officer attached to Terok Nor. She kept records of the odd circumstances of his admittance to the orphanage, as most orphans were found by Bajorans, and the officer knew the boy's name. She also kept records of his subsequent adoption by a Bajoran couple.

By 2370, these records were purged from the adoption file, and so Julian Bashir and Elim Garak contacted Jomat hoping she could remember the details. She did remember Rugal because he was the only boy at the orphanage, and she remembered the odd circumstances of his arrival. It was discovered that Rugal's father, Kotan Pa'Dar, believed that Rugal was killed during a terrorist attack. Elim Garak suspected a deception on Dukat's part and this confirmed it. Jomat Luson was played by Sharon Conley.
According to the script, the pronunciation for Jomat Luson was "joe-MAHT loo-SAHN", and she was described as a "Bajoran woman bureaucrat".
