James "Jim" Mees was a Starfleet officer who served during the mid-24th century. His planet of origin was in the Selcundi Drema system.

In 2367, while serving as a lieutenant commander, Mees was the shift supervisor for the Third Shift Antimatter Operations Unit on the USS Enterprise-D. He was listed as being on duty in the engineering division duty roster. This roster was on display via the desktop monitor in the ready room. (TNG: "Suddenly Human", okudagram)

In 2369, his proteins were tested by Doctor Beverly Crusher for a possible configuration match with the fragments of a four billion-year old genetic program. The results came back negative. He was one of seventeen individuals who were from worlds outside the Federation. (TNG: "The Chase", okudagram)

In 2371, Mees transferred to the USS Voyager, and was among the crew stranded in the Delta Quadrant, when Voyager was forcefully brought there by the Caretaker. In that year, his name was listed on a crew manifest. (VOY: "Projections")

In 2372, still as a lieutenant commander, he was listed on the Planetary Geosciences Division duty roster. (VOY: "Parturition")

In 2374, he was listed as an lieutenant on a crew manifest. (VOY: "The Killing Game")
