The vehicle is styled after standard motorcycles (which are also still used in the 23rd Century), and is ridden in much the same style. However, instead of wheels, the hovercycle uses a technology to propel the vehicle without touching the ground.

Hovercycles were used by police officers on Earth during the 23rd century to aid in law enforcement.

In an alternate reality, a police officer used a hovercycle to chase a young James T. Kirk who had stolen his step-father's Corvette. (Star Trek)
