Horath was the prime minister of the Prytt Alliance on Kesprytt III during the late 24th century.

In 2370, the USS Enterprise-D contacted the prime minister's headquarters when Captain Picard and Doctor Crusher were captured by the Prytt. Horath's secretary was surprised by the external contact and quickly ended communication, but soon after security minister Lorin contacted the ship. (TNG: "Attached")

According to the script, Horath's name was pronounced as "HO-rath". [1]
