Harris was a Starfleet officer in the 24th century.

In 2367, he was an ensign assigned to the Engineering Department of the USS Enterprise-D. When a preburner was turned offline after it was discovered that the deuterium flow was 2% higher, the unit was turned off. Chief Engineer Geordi La Forge planned that the next day Harris would pull it from the matter-antimatter reaction assembly and perform a full watt test on the unit. (TNG-R: "Galaxy's Child")
