Harold Apter is a writer who wrote the story and with Ronald D. Moore the teleplay for the Star Trek: The Next Generation fourth season episode "Data's Day" in 1990.

Apter wrote several episodes of the daytime drama series Ryan's Hope between 1981 and 1982, starring Kate Mulgrew and Daniel Hugh Kelly. For this work he received a Daytime Emmy Award in the category Outstanding Writing for a Daytime Drama Series in 1983.

Other television series he wrote for include Stingray (1987, directed by Kim Manners), The Golden Girls (1990), Walker, Texas Ranger (1993-1994) on which he also worked as story editor, Fortune Hunter (1995), The Sentinel (1996-1999) on which he also worked as executive story editor, co-producer, and later producer, Pensacola: Wings of Gold (1999-2000, developed by Jacqueline Zambrano), 18 Wheels of Justice (2001), and Gene Roddenberry's Earth: Final Conflict (2001).

More recently, Apter worked as associate producer on the drama Nosso Lar (2010).
