Hulak
Haluk was a Voth who served as the security advisor to Minister Odala aboard the Voth city ship.
He chided Frola Gegen for saying that the Voth were related to an alien species. He led the assault on the USS Voyager, and captured the crew. He demanded to know where Gegen and his associate were. He was going to do an interrogation on Captain Kathryn Janeway using mental control, but halted this plan when he was informed that Gegen was on the Voth City Ship. (VOY: "Distant Origin")
