The Gideon Council is a governing body of the planet Gideon. When Spock asked to beam down Ambassador Hodin said that he would have to take it up in the next full session.
Hodin spoke with the Enterprise while in a Council chamber, although since it was not a full session it may have been private chambers not the full Council chamber. There were 5 people in the room, but we do not know how many were assistants, or council members. (TOS: "The Mark of Gideon")
