Garv Etes was a Ventaxian homeowner who was mentioned in the script of TNG: "Devil's Due", but not used in the episode.
In the script, a Klingon craftsman filed a claim against Garv Etes. The claim was about a contract dispute over services rendered. Both parties decided that arbitration rather than courts should decide the case. Both sides were required to chose an arbiter. The arbiter decided in favor of Etes.
