Gardner was an officer in the Earth Starfleet in the mid-22nd century.

In 2143, Commander Gardner was one of the pilots in the NX test program. (ENT: "First Flight")

He was later considered for command of the Enterprise NX-01, and though he was considered the most suitable choice by Ambassador Soval, Admiral Maxwell Forrest ultimately narrowed down the candidates for the captaincy to Jonathan Archer and A.G. Robinson instead, pointing out that the Vulcan High Command was not in charge of Starfleet's personnel assignments. (ENT: "Shadows of P'Jem", "First Flight")

By 2154, Gardner had been promoted to admiral, and replaced Admiral Forrest in overseeing Enterprise's mission when Forrest was killed in the destruction of the Earth Embassy on Vulcan. (ENT: "Awakening")

Commander Tucker disobeyed a direct order from Gardner to leave Vulcan. The order had been issued at the request of Administrator V'Las of the Vulcan High Command, who feared that Enterprise was drawing too close to discovering his role in the embassy bombing. Tucker eventually complied, but "detoured" to Andorian space to inform Commander Shran of V'Las's plan to invade Andoria. (ENT: "Awakening", "Kir'Shara")

When Captain Archer thought he was going to die from exposure to a silicon-based virus, he warned his first officer T'Pol to make sure that Gardner did not try to sneak in a new captain over her head. (ENT: "Observer Effect")

In November of 2154, at Archer's request, Gardner dispatched a number of Starfleet vessels to assist Enterprise in locating a Romulan drone-ship, though the vessels were too slow to actually help in the search. (ENT: "United")

Later that month, Gardner authorized Captain Archer's attempt to track down a Rigelian freighter responsible for abducting Enterprise's CMO, Phlox. (ENT: "Affliction")

Mirror Gardner

The character of Gardner was never seen in our universe, but in the mirror universe he was played by John Mahon in "In a Mirror, Darkly, Part II". Given the quantity of people who appear similar in the mirror universe to how they appear in our universe, it is likely that this would also be true of Gardner.

In the script for the undeveloped Romulan War film project Star Trek: The Beginning, Gardner's daughter, Penelope, was the love interest, and eventual wife, of the main protagonist, Tiberius Chase, making him a direct ancestor (presumably great-grandfather) of James T. Kirk. [1]

Gardner was named by "Shadows of P'Jem" co-writer Phyllis Strong in remembrance of a friend who died at the World Trade Center during the terrorist attacks on September 11, 2001. (Information provided by Mike Sussman)
