A force pulse is method of transferring energy to an electronic device, like a phaser rifle.
Romulans who had forged Federation phaser rifles in 2368 used a forced pulse "well into the terahertz range" to charge the weapon. This resulted in the initial output spike being inverted, giving away that the weapon was a forgery. (TNG: "The Mind's Eye")
