Lieutenant Foley was a male Human officer assigned to security aboard the starship USS Enterprise-D in 2366.
That year, Foley assisted an Enterprise-D search party in gathering clues as to the kidnapping of Commander William T. Riker, Deanna Troi, and Lwaxana Troi on Betazed. He would recover from a pond a specimen of the plant Zan Periculi, a clue which proved valuable in identifying the kidnappers as Ferengi and the eventual release of the kidnappees.
