Findlay was a doctor in the Doctor's Family Program Beta-Rho aboard the USS Voyager.
Voyager's Doctor wrote the holoprogram, in which he created a holographic family for himself. B'Elanna Torres edited the simulation to make it more realistic. In Torres' revised version, The Doctor's "daughter," Belle, was critically injured in a parrises squares game. Findlay and The Doctor operated on her for three hours, but were unable to stop her hemorrhaging. (VOY: "Real Life")
Doctor Findlay was not seen in the program, but was mentioned in dialog.
