A garter was a band used for holding stockings or socks on the leg.

In 2367 Guinan, playing Gloria from Cleveland in the Dixon Hill series, was showing her garter to Madeline and told her that she had to figure out how to use these things as an explanation for her delay. (TNG: "Clues")
