An empire was a type of government or commercial business ruled over by a powerful authority, often referred to as an emperor or empress. An interstellar empire was an empire that spanned multiple solar systems.

About 200,000 years before the latter half of the 24th century, the Iconians controlled a vast interstellar empire with gateways, sophisticated transporters that allowed instantaneous movement from one planet or solar system to another without the use of starships. (DS9: "To the Death")

The two brothers Krios and Valt ruled over an empire from the Temple of Akadar until they went to war over a beautiful woman, resulting in the destruction of their empire. (TNG: "The Perfect Mate")

In 1996, Kathryn Janeway remarked to herself that Henry Starling had built for himself a corporate empire upon the technology he had acquired from the crashed Aeon. He had the wealth, celebrity, and tremendous ego to go with his empire. (VOY: "Future's End")

The tyrant Khan Noonien Singh wanted a world to win and an empire to build. He believed this was possible on Ceti Alpha V in 2267. (TOS: "Space Seed")

Ishka, the mother of Quark and Rom, built a small financial empire for herself as her sons toiled on Deep Space 9. This empire was threatened by the Ferengi Commerce Authority with dissolution in 2371. In the end, Ishka secreted two-thirds of the profits from this empire to herself and gave one-third to the FCA. In 2373, before his assassination, the Regent of Palamar ruled over an interstellar empire. (DS9: "Business as Usual")

In The Adventures of Captain Proton, a holographic series, Doctor Chaotica claimed to have an interplanetary empire, which he ruled from his throne in the Fortress of Doom. (VOY: "Bride of Chaotica!")
