The Elysia Council was the ruling body of Elysia. It was lead by Xerius, and its members included Devna and Magen. It had representatives of 123 different races, including Andorians, Tellarites, Klingons, Orions, Vulcans, Romulans, Humans, Phylosians, Aquan and Gorn. The Council dates back over one thousand years.
When the USS Enterprise and the IKS Klothos were drawn into Elysia in 2269, Captains James T. Kirk and Kor were brought before the council, where they were told of the laws and rules governing the civilization. The council strongly advised against the two vessels' attempts to return home, but acted to warn Enterprise of an explosive device planted by the Klingons in the starship's computer banks.
