Elba II was the inhabited second planet in its star system. The planet had an atmosphere that was poisonous to humanoids and was home to a Federation rehabilitation colony.
Prior to stardate 5718, the Federation took advantage of the inhospitable environment for the establishment of an asylum for the criminally insane – the Elba II asylum, The asylum was administered by a governor. In 2269, the governor was Doctor Donald Cory.
In that year, the Federation starship USS Enterprise delivered a revolutionary new medicine to this asylum. The hope with this medicine was that it would permanently eliminate mental illness. A patient at this asylum, Garth of Izar, who was a former Starfleet Fleet Captain, was treated with this medicine. (TOS: "Whom Gods Destroy")
In 2328, this planet was home to the Elba II Orbital Transit Station. (TNG-R: "Inheritance")
