The Echo Papa 607 is an advanced weapons system developed by the arms dealers of Minos. Intended as a fully complete weapon of war, the Echo Papa 607 is able to automatically gather intelligence, mount attacks, and refine itself against the enemy. The system is located underground and sends out small drones. These drones are able to monitor enemy communications and project interactive holographic illusions of individuals familiar to its enemy in order to gather intelligence. For further study, the drone can encase a target in a force field that keeps it in stasis.

For attack, the drones are mounted with a directed energy weapon and are protected by shields. Some of them are also equipped with cloaking devices. The main advantage of the system is its flexibility; each time a drone is destroyed, the data is returned to the parent system and a new drone is manufactured which improves on the previous model. The process of replacing a drone takes 12 minutes, and through this "evolution", eventually the drones become impossible to stop. These drones are able to attack both ground troops and starships.

A still active Echo Papa 607 system was still present on Minos in 2364, long after the Minosian civilization had been wiped out. It destroyed the USS Drake and nearly destroyed the USS Enterprise-D before Captain Jean-Luc Picard realized it was a demonstration for a potential buyer. The system shut down after he agreed to "buy" the device from the planet's automated sales merchant. (TNG: "The Arsenal of Freedom")

The miniature of the Echo Papa 607 was built by visual effects supervisor Dan Curry, using an old L'Eggs pantyhose container and a discarded shampoo bottle.
