Dover was a coastal town famous for its white cliffs and port located in southeast Kent, England on Earth.
In a holodeck recreation of World War II set in 1944, a British radio station reported the weather in Dover to be 59 °F and low fog across the English Channel. In reality, the weather report contained an encrypted message for some Resistance fighters in France from the Allied forces. (VOY: "The Killing Game")
According to his biography on the Star Trek movie app, "John Harrison" was born in Dover, in 2228
