Admiral Douglas was a high-ranking Starfleet officer in 2161.
In that year, Douglas sent a message to Captain Archer, captain of the Enterprise NX-01, asking him to approve the vessel's decommission protocols. (ENT: "These Are the Voyages...")
He was given the name "Rafael Douglas" in Star Trek: Federation - The First 150 Years.
