The chief engineer of an irrigation facility (which provided water to half the subcontinent) had the patient ID patient B3. In 2377 her TC gave her Level Blue treatment at Dinaali Hospital Ship 4-2 to receive cytoglobin injections to prevent arterial aging under the care of Doctor Dysek.
Dr. Dysek tried to use her as an example to The Doctor when explaining she should get better treatment because she contributes more to society than the boy on Level Red, but The Doctor argued no person is more "useful" than another. (VOY: "Critical Care")
Level Blue female nurse []
The Level Blue nurse worked on the Dinaali Hospital Ship 4-2 under administrator Chellick. She worked on level blue, which was where patients received the most care including unnecessary treatment, according to their treatment coefficient. After The Doctor was assigned to this level he instructed the nurse to increase the dosages of medicine for the patients. At first she questioned him, but he sternly warned her and she got him the extra dosage, which he used to smuggle to the patients on level red. (VOY: "Critical Care")

The med tech worked on the Dinaali Hospital Ship 4-2 under administrator Chellick. He worked on level red. On this level the patients were expendable, and received less care and medication than the others on the hospital ship. (VOY: "Critical Care")

A miner was one of the injured at the Gammadan Mining Facility. He was taken to the Dinaali Hospital Ship 4-2, where he was treated by The Doctor. (VOY: "Critical Care")

These patients suffered from different diseases. They waited for their treatment in level red on the Hospital Ship 4-2 and were transported to level blue after The Doctor of Voyager made a deal, and an example of caring for patients, with administrator Chellick. (VOY: "Critical Care")

Tebbis's father worked in a refinery. Reluctant to leave the hospital ship, Tebbis feared he would be sent to work in the refinery with him rather than be authorized to pursue medical training. (VOY: "Critical Care")
