The leader of the Klingon High Council, the chancellor, was the Klingon head of government, and the de facto head of the Klingon Empire. The chancellor replaced the emperor as the ruler of the Empire in the mid-21st century (see also: Klingon emperor).

The chancellor was protected at all times by the Yan-Isleth. (DS9: "Apocalypse Rising")

The concept of the Klingon Empire having a chancellor was introduced in Star Trek VI: The Undiscovered Country before being reused in several episodes of Star Trek: The Next Generation, Star Trek: Deep Space Nine and Enterprise, as well as a singular reference in VOY: "Flashback". In the script for Star Trek VI, the term is used interchangeably with president.

List of known Klingon chancellors

While played by different actors, these unnamed chancellors had similar cranial ridges and hair. It is possible production crew intended for them to be the same person.
Additionally, it is possible that one (or both) of these Chancellors is (or are) M'Rek, since they were not addressed by name; M'Rek was referred to as Chancellor in a conversation between Jonathan Archer and a Klingon captain in ENT: "The Augments".
