Augments

Cesar: Augment that started his career above the USS Republic 3 years before the launch of the USS Enterprise D. Born in New York, Cesar was the Protect of a secrete project that experimented on Super Augments. Which were Augments with 10x the abilities of normal augments but with also greater capabilities of controlling they emotions. Aware of his secrete origins, Cesar saw to it to use Starfleet as a means to learn more about the universe and grow by hiding his full capabilities from the galaxy.

Cesar has been abroad both the USS Enterprise-D, Deep Space nine, Defient, and Voyager. And has sucessfully hiden himself and his true identies until he was giving command of his own vessel nearly 20 years after the destruction of the romulin planet.
