Cari L. Thomas was a Starfleet captain in the 24th century.

In 2353, Thomas was listed on a directory placard as having an office in room 45244 on Starbase 32. (TNG: "Violations")

Thomas was part of the engineering group which helped design and construct the starship USS Enterprise-D. Her name was listed on the dedication plaque of that vessel when it was commissioned in 2363. (Star Trek: The Next Generation set artwork)

In 2364, Thomas was the commanding officer of the USS Puget Sound. In that year, prior to stardate 41775, she received a mission order from an admiral at Starfleet Mission Operations. This order modified the ship's exploration mission parameters in a particular sector. (TNG: "Conspiracy")

In 2365, Thomas was the commanding officer of the USS Farouk El-Baz. (TNG: "The Measure Of A Man")

Thomas, who was listed on various pieces of background artwork, was an inside reference to assistant scenic artist Cari Thomas.
