Rear Admiral Brand was a 24th century Starfleet officer, the superintendant of Starfleet Academy in 2368. In that year, she presided over a board on inquiry into the death of a cadet named Joshua Albert.

Captain Jean-Luc Picard had met Brand a few times before, and delicately described her as a "formidable woman". (TNG:"The First Duty")

In 2370, Brand and Captain Picard discussed Cadet Crusher's deteriorating grades at Starfleet Academy. (TNG: "Journey's End")
