Boylen was a Starfleet lieutenant who served aboard the USS Pegasus under the command of Captain Erik Pressman in the late 2350s.

One of his fellow crewmembers aboard the Pegasus was a young Ensign William T. Riker. Much to Riker's chagrin, Boylen would nickname the young officer "Ensign Babyface" due to Riker's youthful appearance. Persistent comments such as these would prompt Riker to finally grow a beard in 2365. (TNG: "The Pegasus")

Boylen was not seen on-screen; he was only referenced in the discussion between Riker and then-Admiral Pressman in "The Pegasus".
