The Borg Collective is the term used for the hive mind of the Borg race. Each individual Borg drone is attached to the collective mind via subspace transcievers.
The collective mind takes decisions regarding the actions of the Borg as a single entity, however the Borg Queen acts as a nexus for the Collective's thoughts.
