Bob Briggs was the director of the Cetacean Institute on the planet Earth during the late 20th century. He supervised the return of two humpback whales to the ocean in 1986, because they couldn't afford to keep them anymore. (Star Trek IV: The Voyage Home)

Briggs was played by Scott DeVenney.
